TBH I believe the leading the maid to water part was the years she spent being raised alongside the Duke's daughter.

He is just doing what he is told like an NPC. I wish story started working on his useful idiot status a little. In one scene we have these guys talking about beheading useless pawns and on the other we have the MC getting excited like a middleschooler in a playground. It's quite jarring. Manga might as well be about a Duke who found a infrastructure advancing tool from another world to improve his and his family's status instead.
