I think they are sort of a cult, but not in the current sense exactly. In this post-apocalyptic landscape, beliefs really could be the source of strength. Maybe they were religious people from a local shrine who did community work before the collapse, now becoming their own "cult" but in the sense that they are a spiritual group that's strict about membership, seems they are open to help but their group divides people between those who have adjusted to the new circumstances "their sort" and the people who struggle to live in the new landscape "below us"at first I thought they were a cult but damn they need some unbiased witnesses to a trial.
