They're both HP+MP, though he's only ever used it to regen his mana, afaik. But when he first does it it's TL'd as "total HP+MP recovery".Cant he make elixers? I dont remember if those actually heal or if they just increase mana in this.

It was explained that his magic canvas drawing can only summon creatures and no items. That is why in the "Tournament" Fight he could not draw a sword but has to draw a golem and then modify it. His Item drawing (only seen with the elixier as I remember) is a different "Skill" and for this he need a scroll. But after his mana nerves was repaired the scrolls burned up when he want to use them. Reason could be his mana is too much for a scroll or something the maid was doing to hide his mana pool. Of course the author use a easy way to resolve this, but it is a fictional world so the author can create the rules for this magic. At least he does not seem to contradict one rule as soon as the rule was set up and just add new rules (like no human can be summon. In this chapter there are just "beasts" which are transformed. Not bad writing but again a easy way. What is the difference for the rules of the world between a human and a dragon in human form...). I'd be very surprised if elixirs didn't show up by the end of the arc since Medisfina even brought the plot point back up on the airship ride over, but it's a bit surprising it still hasn't shown up yet. Though it's also the case that he's never drawn an elixir without an actual drawing+scroll, so maybe the author wants us to believe there's something special/different about "actual drawings" vs things he can just magic-canvas + imagine into existence. But it's probably just bad writing that's going for a more "emotional" moment where he does it right as she's about to die or something.

Afaik, the scrolls aren't just pieces of paper, it's imbued with magic as well. So, the notion of just using something more sturdier isn't possible right now.And it never visited his mind to get scrolls (or any drawing platform) made of sturdier material that won't burn. That much is natural as the dude isn't exactly the sharpest pencil in the pencil case. That being said, if he eventually realises such an elementary thing, one can only imagine what his new elixir would be like. Maybe he would need to dilute it before anyone can safely drink it.
Unless the scrolls can only made by gods and are delivered to mankind as a divine favour, one can make their own. This is a half-assed story, so the author is merely coming up with half-assed reasons to limit the MC's power, having made the mistake of writing such an overpowered MC. A fairly common mistake, though traditionally it only happened much later in a story, even to the point of only making sequels difficult because of the constant power creep (think of the Nanoha universe, for example).
