I think its not seen as more than a wild cat or something stuck on a tree. You happen to pass by doing your merchant stuff etc, dont want to risk your life saving it and just report it and give some pity bucks as a reward to make yourself feel better, so you have done something. I mean you can second guess everything and after all it was just a plot by the author to make MC meet/save Lea, but this is my way of making the world building make sense.^^

as far as i know the answer to that is no.

As for power scaling... yeah I mean it was already established he is insanely op with his dragons and it honestly doesn't stop and unfortunately there is a bit of power looping like something in DBZ (oh no enemy spotted that's somehow stronger than me, I better get stronger somehow only to immediately run into the exact same issue) to the point I stopped reading the novel. That said it is fun rereading this in manga form and it still has a ways to go where I did stop.
