I'm guessing you forgot the part where weapons are treated as infinite use unblockable instant kills moves against unarmed opponents. This world works on Fighting Game logic, but that might not mean that every form of combat is equally effective. Unarmed combat may be like Street Fighter, but that doesn't mean all combatants are equalized as in a Marvel vs Capcom game.

We also don't know if the fighters have to have move sets that are balanced considering Mugen is a thing and there are insane characters that can do a suicidal one hit ko by dropping from the top of the screen that can only be dodged by moving at the exact last frame.

Except that they weren't summoned as heroes, they were summoned as fighters for one-on-one matches as representatives of the nation that summoned them strictly for the entertainment of royalty and nobles in this world. Anyone that seems rebellious is dealt with immediately. I had to go back and make sure; it's explained about 7 or 8 pages in on chapter 2. The summoning also seems to be easy enough for them to carry out cause they say that all of the summoned are easily replaceable.
