In a traditional war, House Baumeister would have ended this conflict in a single day, with overwhelming power. It’s internal bickering, so the empire strictly limits the conflict to limit casualties and destruction. Rampant death and destruction would not benefit anyone, and it’s not like it’s a civil war/rebellion.
