We have enough bandwidth issues as it is - openly endorsing downloading isn't going to help with that. There are enough third party tools out there that will enable you to download as it is.

We don't blacklist VPN IPs. We temporarily ban IPs deemed to be abusive to the site. It so happens that VPN IPs are more likely to be abusive, so they are more likely to be banned.
