Yeah, a sticky thread wouldn't be as effective as a dedicated subforum since the past requests would be buried. Also since this forum already supports "flairs" (e.g. "Planned", "Implemented", etc.), it seems easy to add the option to add an "Answered" flair to tag the answered requests.

I think in large part what decides which series get translated is the decision of the scanlation groups (based on availability of raws, their tastes, etc.). It's probably not that common to see series get translated because of popular demand, mostly because most readers don't look at...
