I feel like this is a pretty common trope. "The heroes are as bad (or worse) as the villains." And for this manga it's the entire concept. It just makes me wonder how society runs at all if there are both villains and heroes killing people indiscriminately.

That Bishop & whoever is behind him is pretty stupid. Setting up a diabolical necromancy-esque research facility in the basement of the Church in the CAPITAL CITY OF A FOREIGN NATION is about the stupidest thing you could do.

Also a nuke isn't designed to "hit" a target. The nukes launched(or dropped) at Nagasaki and Hiroshima didn't hit the ground or a building and explode, they detonate in the air to max the potential damage of the nuke. The idea that it hit and bounced off it is just utter nonsense.
