What do you mean with "that doesn't mean it's time to have that kind of relationship"? They are 16, in no place someone waits till being an adult "just because" (unless A they can't find a partner, or B it's their personal choice, but that's a different matter)

The real problem is treating what they (not really) did a shame. Drinking and having sex are totally normal at their age, and they were in private, so it still shouldn't concern anyone. This is not cultural anymore, just plain dumb
