My guess is that he's operating under different rules right now. Or it's some sort of 'commander perspective' thing, like how Civ gamers can see other parts of the map. Or something relating to that "King of Ruin" lore we got last chapter. We'll have to wait until we get more chapters to find...

Holy crap! They actually mentioned Canada! They (almost) never mention Canada! Also seems like the author severely misunderstood the typical relationship between the US and England. Although I suppose it makes sense when they're only one name on a list of five. Dilutes the attention a bit.
