Also the fact he said he never had friends back home, and we know so far that only Donkey and Otcho were bullied (but Donkey was let into the friend group and the bullying stopped, plus he's dead).

I definitely think he's otcho.
I don't recall otcho being bullied like mentioned in another comment, but I think what he meant by 'I had no friends in my hometown' is that no one remembered his symbol properly like a "True friend" would (he said true friends would remember the symbol in chapter 2)

or that all his friends disappointed him somehow by not keeping in touch??
