I can't think who the boyfriend is going look for, as I want to say something like person causing issue for sua, but doesn't feel right.

Agreed tho, he is the most likely suspect. Had access to her phone, has access to Yoo Hara via her dad, knows about the car and possibly found out about the hit and run too, probably has another informant from the class.
