honestly I don't think he's bad, he's thinking of his people, just think of how strong she is it's like letting a living nuke wonder off to possibly become hostile later, the fact he let her go at all is actually really impressive

iirc, the hero's request was that the king grant Lacey's regardless of what she might wish for.
the implication being that the King would have refused her, but the hero's request put extra pressure on him to do so.
here it's portrayed slightly differently, but gets the same reluctance across.
I prefer the version where the hero's wish is for Lacey to be able to do what she wants, rather than the version where he subtly threatens the king, but this version moves the story a panel or two faster (and more humorously), improving the flow of the manga.
