It's like this so I decided to make it an onomatopoeia instead.

The "tsu" does look to be smaller than the other kana, so I'm inclined to agree with HaxtonFale on it most probably being a glottal stop.

If you'd prefer not to use something like "Guh..." or "Gh...", then maybe something more fitting the rest of the translated text (such as "S..." or "So..." to precede the "so cute!")?

EDIT: Also there seem to have been a pronoun mix-up on page 12 (emphasis mine):
