It's prolly just a joke but Right before the text of "It's good to be young~" "It is.", her two friend are looking and smiling at Amai and Onii-san happily playing in the water. We don't know anything about them but my headcanon is that they have been close friends and have been waiting for her to start dating. They are watching over her like parents hence the "it's good to be young~" joke.

It's not the age gap per se I think, which is pretty small, but that they're in different places in life. Even though she's living on her own, she's still a high school student dependent on her parents, while he's living independently as a college student.
I don't really think anyone would bat an eye on a 18 year old dating a 16 year old though.
