I'm a bit confused at what the point of turning the lower hero hall into his own hall is, when his plan is to get exiled. Doesn't that mean he'd be leaving the hall pretty quickly?

He just wants more space for his harem for now. Their living situation is degrading with more and more girls. It's like you know you will move out of your college dorm soon but it doesn't hurt helping your annoying dorm mate to "graduates" and move out first.
