I think takeuchi lied about his plans for the same uni. He said his family was financially strapped so maybe he isn't "evil" but he definitely needs that recommendation maybe. His shadiness and sabotage is probably out of genuine need but also he might just have a crappy personality underneath all the shininess.
It's been a coin flip for me since chapter 1 but the end of that chapter and chapter 2 I started to think maybe he did just like her because he was always smiling. But I always had this cognitive dissonance about it because in all the panels he was in that hinted that he liked her, the tones didn't match up in the usual shojo manga kind of way.

Anyways takeuchi is sus but I doubt in the yandere kind of way

It's from Oresama Teacher! I highly recommend it for a silly kind of romcom that's more comedy than romance. It's the same mangaka from monthly girls nozaki kun and its heroine is a strong, goofy, ex-deliquent girl. It just ended I think the beginning of this year
