Bilibili comics closing and titles with no fan scanlation

since bilibili comics, the international branch of bilibili, will be closing today (29/02) at 14:00 Singaporean time. Will english translations for titles that don't have any besides the official one be allowed on the site since you will no longer be able to access them unless one of them is taken by another publisher? I'm kind of confused about that grey area in the rules

it's just rather tricky in the case of bilibili due to their "unique" approach to licensing
