To be fair, I'm pretty sure the toku writers just randomly slap numbers on those stats, they don't always make sense.

iirc, they don't I remember that in a decade segments they actually put the actors and the suits on a scale and based the weight off that.

if I remember right it wasn't that the kiva suit was heavy, the problem was that the weight distribbution of the suit was terrible. so it weighed down on the suit actor in very awkward ways hence the back problems. plus the poses and body position for kiva didn't do any favors for the actor (notice how hibiki is often standing upright while base kiva was almost always hunched back). for a quick demonstration try to do kiva's actions but while doing to wear a backpack with some books on it, you will end up noticing really fast that your back is feeling very awkward.
