Her being in love with him kinda makes sense because she can see his past and fell for him.

So I went to check and she said in chapter two that's she went from barely an A to a B cup in a week. I went a bit further ahead to chapter 6 and saw that she mentioned she is filling out her B cups now and it's on the verge of snapping yet there is not difference at all , she still looks like she has no chest.

That being said, it could just be anything from the illustrator's preferences bleeding thrue, to poor art instruction, or a less practical resistance to changing character design for similar reasons to hair and clothing.
