Okay, this is the stupidest backstory. What sort of agency trains one assassin at the cost of another? For that matter, what idiot trusts that he'll survive a knifing and a potential drowning to fake his death?

I see two reasons, either the guy needed to do assassination mission only a kid could do and as a 18 yo he was going to a dead end anyway, or it's simply made up so that he would go MIA and get off the Agency radar.
