well it did mention near the beginning of the chapters with the cat witch that the beast witch either taught or helped teach luna magic, and that was why the cat witch was so angry towards Luna originally because she felt Luna was undeserving of being in the black witch circle and that the beast witch had to spend time teaching Luna.
