He wanted to know if Psallus valued anything besides women's genitals, hence he posed the hypothetical scenario of him meeting the woman of his dreams and then her losing her dick.
But Psallus very clearly doesn't. The value someone else has for him is whether they're a woman with a dick or not. Their personality, their other physical traits, their relationship, none of it matters.
