I disagree with the "almost" part.

"Record of Ragnarok" and "The Ultimate Rock Paper Scisor Tournament" are entire mangas (that, I'd argue, don't suck) that are a single tournament arcs. Even if you discount them as not being "arcs", in Naruto, the tournament in the exam is a better introduction of most of its participants than the forest section; in Dragon Ball, most tournaments are fine (isn't the finale of the Cell saga technically a tourney?).
Also, add every sports manga/story ever as most of them have tournaments and a number of them don't suck (there has to be at least some overlap).
