I believe it's similar to horse hooves in so far that when kept on a farm their horns/hooves can grow to such an extent that it becomes harmful to their health.Is horn filing a thing people actually do to animals like sheep then?

Yep, they keep growing so they have to be filed or trimmed down. Sometimes they'll even curl in, so they start growing into the skull.
