To be fair, she's under a lot of stress and she did make the effort of telling Nanoha from the get-go that college exams would take precedence over everything else for a while. It's a classic manga/anime trope , but it's one still very much rooted in reality for Japanese teenagers to this day.

Coming out arc? She's the type to freak out over such a huge step in a relationship and bring out all the reasons she's freaking out over. Friends are one thing, but she likely worries what her parents will think of her moving in with a girl from school.
