Wait, if she knows what his skills are and was wary of them, why did she throw him into that dungeon? I could understand it if she blinded him first so he couldn't use his skill, but knowing that, just dropping him in there left a real possibility that he'd solo kill one of the OP monsters in the dungeon and level up enough to survive, which is exactly what happened. That kinda carelessness feels out of character for a scheming woman like her. I mean I figured her main motivation was just to make an example of him to the other students.
She knows his ability but discarded it as useless.

She does know his skills that's one of the reasons she threw him in the dungeon. Even though she has that bubble that dispels status ailments he's still a threat for reasons known only to her and some very obscure folks. Can't risk it even if he's only E rank.

Everyone thinks he's dead and now these people that've shown up on the battlefield are calling themselves "Ashinto". Remember, no one has actually seen how "Ashinto" did anything, they just know that "Ashinto" claimed that they killed "Humanity's Strongest Cevit" and their pursuers.
Can confirm in chapter 6, Touka opens his status screen and Vysis stands behind him and skims the details. He asks if they're good or not then she walks off leaving him hanging.

In chapter 8, he shouts out what his personal skill is in an effort to save himself being sent to the Disposal Ruin. At the end of the chapter she tells him that the success rate of his skill is abysmal and not worth talking about and classifies him as a failure. These are obvious lies because we know it's actually a 100% success rate.

In chapter 11, he goes for broke and tries to use <paralyze> on her but she's got the <Dispel Bubble> always active around her. After he tells her to screw off she gets angry and reveals the truth that nobody has ever escaped the Disposal Ruin and that she's sending him to the bottom of it to go die.

I'm pretty sure you are correct. Maybe it's different in the WN/LN, but in the anime and manga, there's no indication that the goddess is wary of MC at all.
She can't openly show she is wary as she knows full well that without Dispel Bubble she's screwed over by this E rank. She's got to keep her poker face, obfuscate the situation, distract and divert attn from his skills and banish him without anyone being the wiser.

Physically she's unmatched by the freshly summoned heroes (but Touka can actually kill her without Dispel Bubble with paralyze/sleep/poison) and when a hero does complete their task of overthrowing the Demon King he/she/they/them are either returned to their original world or left to retire in the current one (not really, they're thrown in the Disposal Ruins -- remember the opening chapters of the manga where he found that book and who it belonged to?). There's also stuff that happens way down the line that tells you what actually happens to the heroes that have outlived their usefulness (somewhere in the chapter 300s).

No it's not a lie. His fellow classmates unlocked status effect on their own, but never use them because they're ineffective.
What's make Touka's status effects so strong is his unique skill.

... and he has already announced his personal skill to everyone so the Goddess knows his success rate is 100% with status ailments so she is telling a lie. She even tells him that the success rate is low and the duration is short even on low ranked monsters (no exceptions) but Touka is taking down golden eyed monsters in the Disposal Ruin.

He told her his unique skill but he didn't know what it does... neither did she.
So no, she doesn't know how his skill works... except that it has no effect on her.

Heroic entrance: 7/10, lacks explosions.
dunno.... Making your entrance over the back of a big monster spraying blood and gore everywhere has it's charms...

9/10, because they didn't appear through the exploding head.. Details matter... ;)

Touka's entrance is worth the wait. Especially with Sogou's growth (and Touka won't be always there to save her ass).

His skill tree only lists the names of his skills, not a description that includes a 100% success rate, and since it's a personal skill unique to him that breaks the convention of status effect skills having low success rates, just knowing its name doesn't indicate that either. It's only a lie if she knows his skill's success rate because all other non-unique status effect skills do have a low success rate, and that's the biggest factor that makes his skill so powerful, the second being multi-targeting at lvl 2.

I'm pretty sure you are correct. Maybe it's different in the WN/LN, but in the anime and manga, there's no indication that the goddess is wary of MC at all.
In the Manga it never shows that she was wary of his skills or even cared what they were (she does state that she just checked there aptitudes) but his aptitude and rank was the lowest, but in the Anime it distinctly shows that she knows aptitudes and skills (based on the crystal ball) and she states that they were weak and meaningless as they were ineffective and when he used them on the goddess it kind of showed that they were worthless (however she had a dispel bubble around her). For the afore mentioned reasons she threw Touka into the "Ruin of Disposal".

The goddess stated in the Manga that he would be a stone around the heroes with higher aptitude and in the anime she stated that in the past she would just kill the weakest hero in front of everyone, but it would cause a division in the heroes, but know to try and keep that from happening she just sends them to the "Ruin of Disposal".

I personally think this is done to try and rule through fear (i.e. either do as I say or die (be sent to "Ruin of Disposal").
Touka was not bullied by his classmates. He was a NPC in the class.
The one who was bullied was Yasu.
In the Manga Yasu isn't mentioned and Touka states that he was a cowardly background person. Touka later shows that his personality comes from being tormented by his parents. However, in the anime one flash back is of Yasu being bullied and is then saved by Touka and the anime starts off on a bus where Soguo is being teased about a book and the guy wanting her line information and Touka steps up to try and stop the bullying and is then chastised for trying to sound manly and when the bully starts to turn on Touka he was told by the alpha in the class to give Sogou her book back and to sit down where he then starts to bully Yasu by kicking the back of his chair.

His 100% success rate comes from his unique skill.

I cant believed I waded through 400,000 chapters for that low-key entrance and battery saver of a follow-up.

I confused this one with some other identical thing, but the Anti-Oni-Samurai-ko joined him in like chapter 30, and it's the ghost of her granny preventing the goddess from giving her skills...
Maybe that one was where they start on the bus, and some shitty goddess didn't give them skills?

Fuck, these all blend together with all the edibles and how horrible the real world is...

He better get to bangin this elf, and soonly at that.
