Haha, good catch. I think the author is forcing himself to make this kind of plot, maybe he was pressed to keep another arc and he wanted to end it... It's just a hunch, maybe he's bad at everything but fights.

It's something called "growing into one's own artstyle"; maybe Koji Mori, the author of this story, was just trying to test the waters with his artstyle in the beginning stages of the manga, and over time it shifted into what you see in this chapter
You also have to factor in things like chapter release deadlines, time constraints/schedules, fatigue, personal circumstances in the author's life... Drawing manga or comics isn't as easy as you imagine it being, so I'd give him a break if I were you
His most recent work, Sousei no Taiga, is pretty much the same artstyle as late Holyland was; I wouldn't call it bad, it's just his personal style
People also criticized JJK's artstyle a lot in the manga, and I would say the same thing for Gege Akutami — it's not bad art, it's just the author's personal artstyle
As long as the author has a good grasp of dynamic poses, panelling, body proportions, shading, and angles — I wouldn't bash on the way they draw the iconic heavily-stylized moe anime/manga eyes that almost all stories in the medium have; and both Gege and Mori know what they're doing with their artwork as far as the fundamentals go
