They don't make the Tronbe paper to use exclusively; they sell it. So the existence of the paper is not a secret, only the production method. And truth be, there have been other objects made from Tronbe as well. It is know for it's fire resistance properties so ppl usually made them into containers.

The name is the problem. As long as you know that Toronbe is involved in the most luxurious paper in stock, that is enough for other people to attempt to increase the supply of Toronbe. Whether it's to experiment on their own or simply to become a primary supplier on Toronbe, there will be unregulated Toronbe incidents. That's why something as simple as changing the name is important.

What Benno said needs to be hidden is the origin of Toronbe, that Toronbe comes from Tao fruit that is filled with magic.

People usually use the fruit in the Star festival, and the leftovers are what can grow into Toronbe. People don't know the connection between Toronbe and Tao fruits. And the reason why it needs to be hidden is because knowing that will create huge social problems, not because Toronbe is a dangerous monster. In the first place, only a few people can grow Toronbe because it needs magical power, so only few people can farm Toronbe.

You're working on assumptions that don't align with what we already know about toronbe.

No commoners will have enough mana to grow toronbe on their own, and even if they somehow trigger a spawn, young toronbe can be taken down by commoners.
Any nobles with that level of mana would have the resources to have it under control (i.e. what Myne did)
Never mind that most nobles probably doesn't even know of tau fruit.

So no, even if they keep the name toronbe there's not gonna be toronbe farm besides her own anytime soon.
