Man, the artstyle of this manga is normally so soft and pretty cutesy and then the author hits you with this shit.

We already fought and won the will of the world in Helck. It would be a little repetitive to fight it again in Volundio. Also, WotW monsters looked more like overgrown mutants, not dark shadowy things.

I think it's some kind of a super spell that went out of control. I mean in Helck humans managed to cast a world ending portal thing that required overly overpowered beings to close it. Twice! And here the only person who is close to Helcks league is out of action...

But it did already come back. Mundima order and the priest girl are the will of the world's followers (see ch. 29). Our heroes fought them and won. It's just now the main antagonist isnt twotw, but these dark things

Interestingly, the Mundima execs weren't believers in the New World. They actually thought something was dangerous about her, too:

Despite being a "religious" order, they were more about gaining worldly power.

That all said, I still think the New World's gonna be an ally against these outsiders. It's possible the moon people might have even been created to fight against the Will of the World? Only to produce something even worse?

Perhaps. But I don't think it was this direct. IIRC correctly Helck, twotw always acted from backstages, by manipulating and controlling key people. So those who created the moon people might have thought: "Something keeps waging wars and ruining us, let's do this! does the thing We are genius! it backfires Oh no!"
