One of the evil gods just gave it to him (Chapter 81 page 3.) There's a lot of bad writing including this entire chapter so to enjoy it best you just need to not think about it.

The shapeshifter has a book, not the book. The MC has the World Book, the villain has a Playing Handbook. I guess it's like a helicopter and a hay cart. One was stolen from a god, one was freely given by a god, so they can hardly be comparable.

The villain has a Player's Handbook, which as the name implies is meant for the player. It just shows the things the DM is willing to inform the player about. Names, statblocks, a bit of background info. Probably has reference tables (skills, etc) and incorporates parts of the Monster Manual.
MC stole the Dungeon Master's Guide, which has all the character and setting information, as well as the ability to edit others' character sheets. It's possible it also grants other DM-like abilities.

I imagine the evil god makes a habit of reincarnating people to play sessions by proxy with herself as the DM.

Does anyone knows if there is a LN, and where to find it? ...I enjoy the concept but the release schedule of this manga does not fit the length of the chapters, considering how short they are there should be at least a chapter per week in order to keep the plot moving, reading it like this is a drag...
