Most buyers are probably just going to collect them as art pieces. The nobles seem to think that way.Does the guy even supplies enough card for the card game to function?
And I suppose he got the card translated before selling right?
Though if we are imagining playability, assuming its a Japanese TCG:
1. They usually only require 40 cards to play at the minimum. Maybe 10-20 extra decks.
2. One booster pack can contain 5-10 cards depending on the game. Let's be generous and a pack contains 10.
3. One box usually contains 20 packs, with a guarantee rare card. That's 200 cards.
4. Boxes are usually sold inside "master cases", which is a box full of boxes. A master case can contain 10-15 boxes depending on game. Let's be generous again and say theres 15 boxes in a case.
Just by selling one whole master case, he's providing a total of 10 x 20 x 15 = 3000 cards in circulation. It's theoretically enough cards to make 75 decks (but probably really bad/non functional). In real life practice, one master case usually makes about 4-5 truly functional deck, and supplies one whole store with resellable stock.
He's probably only providing enough cards for a circle of friends to play. However, his buyers at the moment are just nobles, and there aren't many nobles out there.
tl;dr just enough, but he definitely can distribute more because the female aide (i forgot her name) can easily order one whole warehouse of cards. All he needs to do is to switch from selling the cards directly to selling master cases to merchants and let other individual merchants sell them to customers.
