It says that members of the merchant guild can use the tunnel for free but the merchant guild has to pay the tunnels maintainence fee. It doesn't mean that anyone else can use the tunnel for free.

so she refuses to sell the ore that was dug up on her land because MC dug it up and now she even gives away this shortcut tunnel to the guild for free in exchange for them voiding the tiny little land tax she had... you could have made a toll booth and had merchants pay a small amount each way, you would have earned enough money real quick and then had a steady source of income. you instead just gave it away to them, the tax is going to come next year as well, what are you gonna do then? your tunnel is already given away and the ore mined so wtf is the plan?

i really hate this woman, she deserves to lose her lands with how stupid she is.

Yurishia is an adventurer, not a businessperson. She doesn't even seem to have a business background, having been an adventurer since 10 years old.
And with all that adventuring, she still did not manage to get rich, which suggests she isn't good with money. So you should not expect great financial acumen from her.

That said, I understood it as the guild having to pay all of her land taxes for as long as they keep using the tunnel.

Her reasons are kept mysterious by the author. She clearly knows a lot, but it's not clear why and what she wants to achieve with that knowledge.
The only thing we know, is that she wants MC's abilities to remain hidden. For that reason, she recommended him to join an atelier, where any crazy thing he makes, would be written off as atelier meister's creation.
