I think Sisbel is he perfect candidate to be the next queen. Alice is good and powerful but she lacks proper judgement.
Elletear is ok but she's just power hungry.
Sisbel has a good judgement and knows whom to trust. Her star spirit is also perfect for this job even if it doesn't have any combat ability it's still absurdly OP. To rule a nation what you need isn't the power to destroy but the wisdom to lead it forward properly.

I wonder if the mom asked Alice to help her search Sisbel's room as a test. Maybe she knew the article about Iska rescuing Sisbel was in there.

I can't imagine that the mother didn't know Sisbel had been captured by the Empire, and was rescued.
