after spending the day with Kusonoki she denies reality because she thinks Kusonoki can't be genuine.
The redemption arc will probably come but this is not the setup for it.

This manga is definitely high-school slice of life distilled to its bare tropes. It's so on the nose it almost becomes a parody of itself.

Another weird thing about it is that despite being classified as a josei, it has far too many elements and design choices you usually see in shounen/seinen mangas.

Well, what do you want? The bully is just complete pure evil personified with no redeeming qualities whatsoever and then they get their just desserts, the end? That'd be kinda dull, imo. She's not exactly painted as innocent either, it's more just her villain origin story.

What's normally the case when a manga has a demographic classification that doesn't seem to fit is that it's published in a magazine that's aimed at that demographic (despite being a weird fit). But I highly doubt that was the case here, it was probably just a mistake. There's just literally nothing even remotely josei about it.
