i believe what vena truly wants is to sow chaos and create an event that will forever alter this planets society, and to do that, he needs utena to fall. I feel he is trying to make utena into this dark force that he will then either take for himself or let run wild, with holy's magical girl team pushing utena further into darkness to gain power. That, or he may simply be planning to leave utena's team behind, since this new team may be stronger and more directly aligned with his morals.

Maybe, but how comes she was able to enforce the same vision upon everybody else, including Sister, who's I guess is supposed to be in charge here?

She seem like a headstrong delinquent type that doesn't take no for an answer. Sister on the other hand seem like the type that get drag around by other people and doesn't know how to refuse someone. Considered that Korisu's mom just force all that work on her and she still accept it despite not liking it. In short, sister is weak against people with strong personality

I honestly doubt it. I think the long hiatus was, at least in part, due to the author trying to figure out where to take the story since it did so much better than originally expected.

Yes, that was revealed in chapter 20 so even if the ending was planned out at that time, it doesn't mean the entire journey was. Especially when a series is popular enough to get an anime and now the editors want the author to make it go on for as long as possible to bring in more yen. The story could have easily finished in ten more chapters after that reveal and writing a story that can be finished in around 30 chapters, but having pre-planned storylines and elements that can be used to extend it, is a great strategy for manga creators. I'm not saying there were no plans, I'm just saying the author didn't have enough.
