I genuinely don't understand what the writer is trying to do here. I can kind of understand wanting TVs for spreading information (if you ignore that they could easily be used for propaganda), but I can't tell if child-friendly casinos is extremely naive or extremely sinister.

In instant way, Procell can just crush that religion, but it will cost a big number of human lifes and grow more hatred towards Procell and Avalon. So, to counter religion propaganda, the best way in Procell opinion (or rather... author's opinion) is to make another propaganda by giving people a lot of entertainment. Television is just another media to spread propaganda in much faster way.

Also, if children can be poisoned by propaganda, it will automatically influence the adults to join because adults are easily tempted if they see children loves them.
Children's gambling can not just give them money. Gacha is enough for them. They spend money, play the game, got dolls or toys. That's already a fun way to attact children to do gambling.

In reality, people prefer donate to streamer or buy concert ticket rather than donating to temple / shrine. Or even kids prefer watching Sunday morning TV than go to church.

Psychologically, people will join the cause ONLY if it gives them benefit or something that they never experience before.

Screw this, I've endured for far too long waiting for this to be any good. The author knows jack about anything thats a little more technical, has no idea how casinos work, makes their protagonist the preachiest nobody without advancing the plot.

Media = propaganda. Period. Don't forget whatever is broadcast there will be state-controlled...

As for the casino/entertainment center... It makes sense.. And is quite sneaky propaganda in and of itself..
Bars and Bordellos are all good and fun for men, but women generally avoid those places.
If you create a place where women and their children can entertain themselves safely, with enough pull to keep most men away from whoreing and drinking as well, you got the Housewives on your side.

And. women. have. their. own. ways. of. getting. News. around.

If you got the Housewives and Mama-Bears on your side, you have a serious advantage in a propaganda war, which is what our MC is engaging in...
Us males may generally be better at applied violence, but women are far better at social engineering. And the spreading of "gossip" that will fly under the radar of whatever Black is preparing. And even if he notices... Ever tried keeping women from gossiping?

There is a concerning trend recently in the naming of chapters. For example a chapter's title is "LET'S DO insert some changes or plan" and MC announces on the last page of the chapter (most times even in the last panel) that he/she >is going< to do it, so this means earliest in the NEXT chapter.

"Grand Remodeling of Avalon" is a nice example for that. Sure, MC gave his okay for a casino and outlined his plans for it and introduced other changes and plans for TV-broadcasting, so you can argue, that he already started his remodeling project. Then again, those are still plans and he proudly annouches (in the last panel, that is), "WHAT AVALON NEEDS RIGHT NOW IS A MAYOR MAKEOVER", so exactly, what is written in the title, but postponed for later. A title like, I don't know, maybe "Countermeasures" would make more sense.

But what takes the cake is the spoiler factor in this. Titles always harbour the danger of spoiling the content of a chapter. But in those cases they spoil the grand reveal at the end of a chapter. I mean, MC's plan to remodel the city isn't really a surprise anymore, is it?
