True - if she was denounced by her country she is technically exiled and her citizenship is technically also voided. Yeah - I also said this in a separate comment. They are only not allowed to do first blood but are justified to take due retaliation if ever. Not sure if other nations like Hyme know of this policy (or maybe they know since Ishtalica is quite highly regarded and a lot of people know of their culture), but it really is funny that a prince of Hyme himself is willing to take a risk like this, even if he has a scapegoat. I guess the royaltly of Hyme really liked to underestimate other people even if said people are evidently much stronger than they are. My guess is that she probably already leaked info about the attack to the Ishtalica side, in order to protect her Nation, as while Ishtalica is forbidden from engaging in war, they are allowed to retaliate (and i believe that this notion is probably a common known one, as it's been practiced since the 1st King). And getting attacked by a big nation would surely destroy them.
