This isn't actually a retcon.
1. Audience only knows that a man fell from the sky, and got caught by an angel. Afterwards, some bugs exploded and they lost track of both of them. Everyone forgot about the man afterwards and were interested in a powerful new angel appearing. There were no mentions at all of the new angel being male from the audience.
2. First scene that shows up of the main character with boobs is when he just finishes waking up. We could make the argument that the audience seeing his male form was due to him being unconcious, and upon waking up he set up the illusion.
3. Everyone would be going ballistic at the fact that a male was an angel before caring about a soul tier angel. They were actually discussing how powerful the new angel was before even classifying him as a soul tier; if they saw the angel as a male they should be talking about that first before power. In fact, him being a male would be speculation that only males can reach that tier as an explanation.
4. Bit of a hand-wave on why cameras and naked eyes see different things, but we can just call it magic from his new abilities.
When I read the original chapter, I already assumed they thought the soul tier angel was a female due to lack of any interest in a male angel. The reason for this was that I thought the cameras just weren't able to actually capture his body or face, and instead only caught the carnage. New chapter now says that the cameras did in fact capture him, but he was using an illusion. Nothing was ret-conned unless they have specific male pronouns the announcers were using in the raws.
