How can you work for the adventurer's guild and not know who the top adventurer is? That's like working for the Commissioner of the NBA in the 90's and not knowing who Michael Jordan was.

If some random guild clerk can ban with no authorization from the guildmaster, it sounds like this system is capable for abuse that the author never even considered being a possibility, or this is a thing that is usually kept a secret for problem members of the guild. But even if you hated someone who was listed as A-rank adventurer, the fact that some civil servant can lock any adventurer out of a job sounds like it would need at least 3 tiers of confirmation to ensure major walking military might of the nation don't just up and leave at any time.
As far as I remember, he also had the support of his superior, I believe the master of the regional guild where he works. But everything will fall on his shoulders, as he is the weakest link. The novel says that guilds in Japan are a real mess, and the adventurer profession is demonized. Since they can't prohibit access, they simply use the media to portray adventurers as bad people and bandits. The elite don't want the population to have access to magic stones, as they increase a person's abilities, such as intelligence and dexterity, allowing ordinary people to become geniuses.

Bureaucratium, more commonly known as Administratium (Wikipedia link). It has negative half-life, meaning that the longer time goes on, the larger and denser it becomes until everything slows down slower than the internet on my new PC (still not sure whether to curse Windows 11 or the ASRock distributor).

In any case, Japan and Indonesia are notorious for having vast amounts of said element, and no political willpower or balls to mine it away.
