My first thought after reading your comment was "oh that makes sense!", but then I went back to look at the chapter and I'm confused because there's zero indication that this is her imagination. Usually a manga will make the panels noticeably different or encompass the panels in a thought bubble to indicate something is being imagined.

Well in any case it's a step forward that Hinano is cognizant about Hotori being underaged. It seemed like the only thing that had previously been holding Hinano back was her belief that it's wrong to have impure thoughts about her oshi.
