Ibukis "Madonna-Whore"-Complex and the mental age difference aside, this and the last chapter left me a bit dissatisfied and I think the problem is the missing details and information.
We know that Kushina has accomplished her mission and we know that Ibuki knew what the operation was, but we don't know a single thing about what they even did. Perhaps this will resolve itself once the manga has been given more room to grow, but we will see.

I thought the person at the end was a guy, but I think they're a girl. I thought it was weird for a guy in that world to be dressed so proudly, tho she may have been coming back from a mission. But judging by the curve of her chest and how much it potrudes, that convinced me the person is a girl

I'm pretty sure you have that exactly backwards. Chapter 1 said "Nega Messiah is an organization that aims to change the world that views those with lux as the ones to rule."

The current world is one "that views those with lux as the ones to rule", that's why men (who lack lux) are an oppressed lower class while women (who possess lux) are the ruling class. The "evil organization" is trying to change that, while the "heroine" is trying protect the system of misandry and the oppression of men.
