I'm curious to know whether the former king's policies were because of his fervent desire for peace at all costs, if he feared greater invasions would devastate his kingdom, or if it was a simple financial decision. That is, it may have ultimately been cheaper to accept occasional small losses from invasions, then pay Arkland for peace, than it would have to raise, train, equip, feed, and pay for a more effective army, plus greater losses from a more intense conflict. This would be in addition to how we've seen just how ready the more distant nobles are to rebel. Them doing so cuts off the flow of taxes from that region, removes their troops from defence, complicates a military response, and makes the country less stable and less prosperous overall. It seems that there were good reasons to have the regular army scattered and dedicated to more of a peacekeeping role than a defensive or offensive one.
