At times it seems to always be there, but it's only visible against a dark area. I saw it a few times on the main site.

I see that too, it's likely caused because I block 3rd party scripts.

However, I'm not even sure if reCAPTCHA is even required to log-in because I just click log-in and never see an CAPTCHA box. If such a box existed, it would be an empty CSS box just like what I usually see on other sites.

Account registration and report submission require reCAPTCHA, the vast majority of general site usage does not.

Sweet, it's an actual error unlike what some poorly designed sites show.
