Okay, kind of a mixed follow-up to the mess that was chapter 8. On the plus side the character exposition for chapter two thug is okay, although the hamfisted setup of the inevitable tournament arc is pretty iffy. I also like the idea that a low-level thug is taking his back-to-back ass beatings as a wake up call to light a fire under his ass.
On the other hand, the fact that he couldn't even touch the MC despite him being drunk and purely on defense further undermines the threat of Taekwondo Super Soldier. Hopefully Taekwondo Wunderkind goes down as easily as everyone else because he's completely unbelievable as a threat now.
