That’s a good point, but considering how this game is essentially his second life in the ‘real world’ he probably doesn’t see the empire as ‘real people’ anymore - remember that he had to slaughter a hundred enemies just to get to this world.

This could be a future plot point though.

If he was from Osaka, or Yokohama, or even Sapporo (well, maybe not Sapporo), they could have had "he uses the old names" along with "nobody is alive from that town."
Just a neat two-fer that they could've dropped for storytelling effect; also, would bring him further into the world.
