Ball and chain flails were rare, but were absolutely used historically. Their entire purpose was to prevent hand shock at the cost of attack power. The complete invention of modern times were flails that had the chain be as long as the handle, which was never a thing historically. Wooden flails and metal flails always had the flail portion shorter than the handle portion.
