Yeah, it's so weird. They've been consistent about this from the very first chapter, where we see him in colour and then when he was actually introduced in chapter 3, his skin colour was of a dark shade.

If you look really closely at the colours used for the skin tone in the coloured versions, you can see that Ageha is actually quite pale (yellowish-white) while Regulus does have a little bit of colour (light-pink), but I would never have guessed that that was the colour meant to be represented from the shading on Regulus' skin in the colourless drawings.
