No, the two series are unrelated, but the set-up and characters are somewhat similar. Three idiot girls doing silly stuff, except in Colors they're elementary schoolers and here they are (what I assume to be) high schoolers.

They're not related for now, Katsuwo first work is in the same universe (Hitori Bocchi no Marumaru Seikatsu) as Mitsuboshi Colors, so maybe Sutochiru share universe with those two, or maybe katsuwo just will make references to her other works
